New York State Report Final This report analyzes New York’s Department of Veterans Services across three core areas critical to mission effectiveness: organizational structure, financial stability, and service delivery innovation. Below is a summary of our key findings within each category.
Key Findings for New York State:
- New York State’s organizational structure is well configured compared to other states with a standalone veterans agency and a Director that sits on the Governor’s Cabinet
- However, leadership has not been continuous and the Director does not have a direct reporting line to the governor, both of which are key criteria’s of success for other high performing DVAs
- New York State spends nearly $200 less per veteran compared to average DVAs, and budget sources could be more stable and attract more federal funding sources
- New York State could look to other states more often to adopt innovative services for New York veterans
- With many services for veterans delivered by other state, local and federal agencies, New York State’s DVS could play a larger role in coordinating services to assist veterans navigate available resources
